In reply to Mary Standaert,MFS, PhD.

Ms. Standaert,
Here is additional information from Town Staff regarding your question. Thanks again for reading and for your thoughtful question.

The Town has a 20-year contract with FLS Energy for allowing the solar photovoltaic system to be located on Town property. At the end of the 20 year term the Town can assume ownership of the system, or to require FLS Energy to remove all equipment from our property and restore the site. We also have the option to buy out FLS’s ownership at various times during the 20 year contract life. Buyout during the term of the contract would be for a prorated price, while it would be at no-cost at the end of the term. Before taking on ownership of the system, we would conduct a cost-benefit analysis, considering the renewable energy market conditions and physical condition/expected remaining useful life of the equipment at that time. Bottom line – we are under no obligation to take financial or maintenance responsibility for the system at any time and would only do so after careful consideration at the time.

You can also read more about this in the minutes for the Town Council meeting - starting on page 47 at: http://www.townofcary.org/Assets/Council+Minutes/councilmin+11/Cary+Town+Council+-August+9$!2c+2011.pdf

Hope that helps,

Thank you for your informative article on Cary's renewable energy initiative. I would like to know how the city of Cary planned for the "back end of the project" when the useful life of the panels is reached - be it 25 + years or more, or if for any reason the solar farm is decommissioned. The Town of Cary has obviously been a thoughtful
planner in this process and I would truly like to know what plans the Town has taken to address this issue.

Respectfully,

Mary Standaert, MFS, PhD
